as we get more V spells and RDM get more IV spells i think SE should start removing the need to have addendum black up for IV spells.

exmaple, a level 80 sch should not need addendum black to cast water IV and stone IV

A reasonable enough proposition, but is it meaningful? If you are nuking, you'll likely be in Addendum: Black, anyhow, even if cooldowns or conditions leave you dropping down a tier. I can't see wanting to give up Sleep and Dispel while nuking, either.

Often I find myself in Addendum:Black solely for tier IV nukes, though almost everything I do is manaburned so having a 15th Sleep/Dispel isn't really useful (Dispel itself doesn't even need Addendum assuming you're /RDM). Solo I will want it for Sleep II, though (since that's the only thing close to Stun SCH gets on Flans).

Though with a fifth stratagem at level 90, keeping Addendum up shouldn't be much of an issue.

EDIT: By lv99 SCH/RDM would only need Addendum:Black for nukes, in fact. Sleep II being level 46 on RDM and all. Ideally SE should add some new shit to it, because the only time I wont be /RDM by then is probably never. I guess needing Addendum for nukes isn't too pointless, though. Seems meaningless though. If they work addendum towards subjob material I'll be happy (SS/blink/etc on white, gravity/bio/etc on black).
