Thats why most of the new skills suck. They're skill based. Quested ones at least have the decency to chain into a lvl 3 even when they suck =/

at this point getting 300 is a quest unless you got skill+ and merits to have 300 at 75

Not sure how it chains yet or the properties it has. I just unlocked it myself. I'll be doing some testing on it, though the ws itself is like a glorified feint/angon.

If i manage to get a random merit before someone beats me to it I'll letcha know. I'm 2 points short of 300. By the looks of it though it adds DEF down. I haven't heard very good things about its damage though.

All the new weaponskills, to the best of my knowledge, have level 1 skillchain properties. Tachi: Ageha is Compression/Scission.
So all of the new weaponskills, as far as I can tell (except for Tornado Kick and possibly the ranged ones) do crap for damage, have nigh useless effects (Granted, some of them are new and interesting, i.e. Fell Cleave "radius varies with TP," HP drain from Sanguine Blade, Flash from Flash Nova; but still useless in pretty much all scenarios), and have tier 1 skillchain properties, which is a step down from their lower level counterparts. I cannot see any reason whatsoever for SE to implement the new Ws's like that. I'm thoroughly and completely confused.

depends on the placement.
tornado kick > raging rush > fragmentation.
just because it can not make level 3 it does not make it useless, some of the stronger ws's have some type of level 1 properties.
i was hoping for a non relic user get a fragmentation ws, compresson and scission is a big letdown. that can be covered by jinpu or kasha

I was really curious about how to attain the new weapon skill as well since I've been out of the loop for awhile on the updates. Kind of disappointing to hear that, damage wise, our best bet is still Gekko. When I saw the new WS animations I had some high hopes for ours but after seeing it, I kind of figured it may suck based on the animation alone. Oh well, at least we get new WS gear to make our bread butter WSs stronger.
As far as chain properties go, Rambus is correct. Alot of the lower skillchains can still be useful, especially when you're talking about taking down HNMs with a few Blms thrown in. Although it may not do a level 3 skillchain, it may make up for some jobs not being able to chain well together.
And who knows, maybe SE plans to release another WS, possibly quested to commemorate lvl 99.

yeah mnk getting an induration ws is fantastic for that.
wonder how stonic thurst scs, it can get good damage if one of them is induration it be a good eplacemtn for impulse drive.
