Technically Mexican federal police or whatever aren't mercenaries. And the places we are using mercenaries (private security contractors), they're being told to GTFO by the end of 2010.

Ninja edit: I think one of your main problems is that you don't understand that English is a very tonal language. You can't write things out the way you would say them, because they don't make sense that way.
