Your equipment is heavily damaged, you need to repair it.

I figured that's what it was. Where would one go to repair gear? Or buy new gear for that matter.
I'm in Windurst.

Uh... Windurst? Gridania or Ul'dah? In any case, the only repair NPC I know of is located in Limsa Lominsa, Braitognieux, at 5-5.

I don't suppose anyone can confirm a location/name for the appropriate repair NPC in Ul'dah? :)

The repair npc is in the um... shopping district in the northern building.
She is located up against the wall between two of the stalls.

There's always business district designated by orange dots. The Repair NPC is always standing on the side with fewer stalls in the gap where a stall should be.

If you're gear is that badly broken, you need to take it to a player, not the NPC. Low lvl gear can be easily repaired. The repair requirements are written on the gear.

Oh, and please use the correct city names. For one, the cities are divided by class, not race, and two, Ul'Dah is closer to Windurst than Gridania is. Gridania is the descendant of Sandy. And Limsa Lominsa is more related to Bastok. However, They're all completely different. Windy was Savannah, Ul'Dah is desert. Sandy was in a Sward, Limsa is in an Old Growth forest. Bastok was in a mountain, Limsa is in an Archipelago.

Found her, Meara - Ebony Stalls. Also does the colour of the icon varies? i have a yellow colour instead of the red colour from the screenshot.

I'm inclined to disagree. Limsa Lominsa does not really have any representation in FFXI, though the surrounding areas are closest to Lufaise Meadows or maybe Konschtat Highlands. Gridania is obviously the closest to Ronfaure, but otherwise, does not really have much in common with the city of San d'Oria. Ul'dah itself is more of a Jeuno, with the surroundings being a mixture of Sarutabaruta and Gustaberg.
Anyway, in my opinion, comparing any of the cities is simply not befitting. They're their own, unique cities regardless of minor similarities.

The NPC won't repair stuff even at 85% for some reason. u_u

NPCs can repair only up to 50%, which is the "Damaged equipment" icon just in Yellow. For a full repair, change classes and try to do it yourself or find a crafter player to do it for you.

So um... it has to be damaged enough to get repaired?

That was my point though. It is unbefitting. I'm just saying the actual cities are more closely related as I listed. People are calling Grid Windy when Windy was a Savannah, which is close to a desert. Which is why that region looks like Tahrongi.
