Got the client and its running the update torrent for FFXIV got plenty of local and remote peers but its just sitting at 98.3 percent, no upload rate no download rate and my net is working just fine. Is this a regular issue, anyone know whats wrong. thanks in advance for your help

First you need to run the SE Beta patcher so it grabs the torrent files.

Then you need to goto C:\Users\(username)\Documents\My Games\FINAL FANTASY XIV Beta Version\downloads\ffxiv-beta\d96437e6\metainfo

Then open whatever torrent file you need with utorrent. (the beta patcher should tell you what date file your downloading even if nothing is actually downloading).

After its complete put the file in C:\Users\(USERNAME)\Documents\My Games\FINAL FANTASY XIV Beta Version\downloads\ffxiv-beta\d96437e6\patch

Run the launcher again, and it should find the downloaded and complete files.
