Is there a cap on how much spell interruption gear you can stack? Or does the effect cap @ 50%?

Total cap is something like 102%, if I recall correctly, though that formerly was really only achievable for mages and often relied on the use of Aquaveil or Dual Wielding a pair of Eremite's Wands. At that point, however, spells are totally uninterruptible. I suspect this is why SE changed Aquaveil to be something more like a Third Eye for spellcasting. Although that does help players who get hit with Aquaveil via Accession, it's more of a nerf to people who were making use of the very limited situations in which one absolutely needs to cast uninterrupted.

I was wondering just how much a ninja could possible stack and if it would be better than eva/PDR gear for utsu.

PDT gear isn't going to do you a lot of good as far as successfully completing a cast goes (unless you have stoneskin for some reason), but it may or may not save your life depending on the mob. EVA gear and Spell interrupt are the only two that are going to save you from getting stopped, but the reliability of one over the other again depends on the mob and your buffs.
