Maximum values have been increased for certain enhancing magic, dark magic, and blue magic spells whose potency is commensurate with casting skill.

Did this increase our bio3 at all? Or is that still unclear/untested?

The only way our bio 3 increases is from natural skill

Realistic answer: no
Long answer: yes but we need more than just the cap break to move up tiers)

I was aware of that before the update. They just made it sound like it would be more powerful (along with the other spells), just because it was based off of a skill that directly influenced it.

Would depend on getting to the next tier and what that tier may be. We don't know yet cuz no one has tested it but it is likely to be around 311. If it is anything like the Enhancing Formulas (which have not changed post 300 skill) than it is likely. However you would need /SCH to test it as well as +10 in skill gear which should be relatively easy to obtain. Should the tier be at 311, if not you need more skill gear to determine its range.

Simple test would include about +30 skill gear, a friend, an open brenner or ballista area, and a single cast of bio 3. If it ticks for 9 add skill gear, if it ticks for 10 that meas you broke the tier, don't know how else I can explain it from there.
