Back when i was active when someone did not have a home nation , the expandion , or ( i think had the code and been to the past but lacked install on the divice they where on) it would give me a message " xxx does not meet the requiements to be retraced" ( something like that)

a lot of people never bought wings of the goddes and it was hell getting people to level at east ronfaure [s] ( i think this was a plauge on asura but im not 100%)

anyways i came across a guy today where i was able to cast on him but he did not go anywhere, did SE ninja edit where that message stopped poping up? or is there a specific set of circumstance that allows retrace to be casted on someone but they dont go anywhere?
