i forgot how this work but if i was to activate an ID today will they charge me 15 bucks as if i played for the whole month of dec?
i have to buy the 3 abyss still and have to re-download all the content which will probably take 5-10 hours, so i just want to make my moneys worth. also i know i can just wait till new years but if i remember right i probably wont be able to actually use the activation service till the 2nd or 3rd of the month right?

I think it's safest to just wait it out. I don't think they've ever changed their billing system and I believe you would be charged full price for 2-3 days.
If you are on the PC, and you really want to get the updates done now, there's a little trick you can try. You can delete (or rename if you don't feel comfortable doing this) one of the files and then force a file repair in POL. On Windows XP, it would be something like: Program Files\PlayOnline\SquareEnix\FINAL FANTASY XI\ROM\0\0.dat. For Vista/7 it will be in a slightly different place and you will likely need to be the Administrator to do it.
Once the file is deleted/renamed, you can start POL and instead of logging in, there's some kind of File Check option. Once you start that, you select the FFXI application to fix and it will go through the long process of checking everything and then discover a file is missing and start getting the latest version.

Fairly sure you are safe if you wait till the first but if you reacvtave in dec you be charged double on the second or w/e for both months.
if you reactive in jan, you be charged double in feb or march ( sometimes they dont bill for feb and double your next month so you can end up with 3 charges)
I am not sure if they stoped doing that, skipping feb, I had an issue with them when they did skip a feb.

There's always going to be RMT, but I think the days of them running rampant are over. A lot of stuff isn't nearly as valuable as it used to be, and there's less stuff for them to monopolize.

I'm also waiting till the second or third to reactivate. What level do most people start leveling in Abyssea, and also it seems like leveling is done in full alliances now. Is that true?

Lv30 is minimum to enter, and yes if you want to, although a good group of 6 can easily run circles around an average pick up alliance.
