[dev1077] Magic/Ninjutsu Casting Time Adjustments

• Casting times for the following spells will be reduced as follows:
  
  • Esuna: Reduced from 3 seconds to 1.
    
  • Sacrifice: Reduced from 1.5 seconds to 1.
    
  • Blindna: Reduced from 3 seconds to 1.
    
  • Cursna: Reduced from 3 seconds to 1.
  
  
• Casting times for the following ninjutsu will be reduced as follows:
  
  • Monomi: Ichi: Reduced from 4 seconds to 1.5.
    
  • Tonko: Ichi: Reduced from 4 seconds to 1.5.
