Tell your friends, tell your family. Avoid Steam for FFXI or anything that requires a key.

I purchased and downloaded the Ultimate Collection, and apparently Valve didn't purchase enough keys to provide to their customers. Now I'm on a waiting list to use a product that I installed hours ago.

This is really bad form. If I had known that I would likely be waiting days to play (as evidenced by posts on the Steam forums), I'd have simply made the hour long trip to the city to buy the damned thing.

Sure you didn't get a key? Just right click the game in the library and select View CD key.

Either way, I'd find something else to play. Registering a new account on XI is nothing short of annoying.

I got the key 4 hours after buying it. I'm an impatient asshole, if I pay for it and get it downloaded, the necessary information to play it should be available.
