I dont need to make a tut to tell you that. Get the character you want to blur, drag the layer into the new layer icon. Put the original layer above the copied layer. Select the copied layer and go Filter, Blur, Radial Blur with the settings of (100, Good, Zoom Blur) Press OK and viola.

I'm really glad to see this thread, but I use PSP7 >.> <.< >.>...
so it doesn't exactly help me TO much however it did some like the "make your own brush" tut is basically the same as PSP7 so ^^b to you Janemba ^^
which I made my own personal sig because I FINALLY figured out how to cut and paste without having to use my damn mouse on PSP7

Make your own background tut is up. There are millions of ways to make a background but is just one. I will end up making anotherway for you guys if needed.

On deviantart I noticed on some of those tutorials that they had "tech brushes"

All I can say is look hard. I found a brush set that is really nice but I use it really only for wallpapers. But if you can't find em make your own. The tuts I have here are pretty basic. But if you want some of the more advanced stuff just ask and I will give you a link.

2D is basically the work that goes on top of your background. Like meaningless dots or some vectors. Like those lines on your sig.

just to add to that thought...
i like to take the pictures in the modelviewer with the intention of resizing them to 50% or 25% (better to stay with nice clean numbers like that)
makes the models look smoother

Same here. Looks a bit pixelated when they are too large.
