Eh, I’m not really the type for making stickies or rules or anything. But I think that with the Fan art section there could use a little critique as well as compliments. I think the problem with most is that they are afraid to give C&C.
1) Be Nice.

You shouldn't harass each other. If anyone here is attacked on the basis of race, religion, sexual orientation or artistic skills... may result in hazing from other users or the artworks creator reporting the aggressor to the Moderation.
2) Don't Steal.

Don't steal or take credit for work you didn't do. If you copy something. Give full credit to the source material. Failure to do so will probably result in hazing from other users. I.E. “This is my Spiderman” another user might say “Your Spiderman? YOUR Spiderman!?! I’m pretty sure the friendly neighborhood would disagree!” that sorta thing. Though the character you act as on FFXI may be your character, someone designed its' model thus making it not your creation.
If you don't like having people comment on your art, then please, make it clear in your post or don't post at all.
Critique Tips:

If you come into the forums, post your work, and then don't involve yourself in trying to make improvements you may not get as far as you once believed.
You may also find that others won't help you out much and your pictures won't get much attention. Spend a little time helping out other artists, and they should usually return the favor.
That way, as you build a reputation of being helpful, you will usually get more help from others.
4) Be constructive, while being polite.

If you're going to give a critique, try to be specific and give the artist information on how you would fix issues. If you just post stuff like "that's tight." or "that picture looks funny," although it is okay, if the user wants C&C you're not really helping anyone.
Try to balance your crits and point out positive and negative points so the artist knows where they stand. Also, even if you're pointing out problems in artwork, it's easy to be nice and helpful about it.
*Bad (Subjective) Critques*
"Your art sucks." <- Please don't do this.
"The proportions are bad." <- Better than the first, but still not too helpful to the artist since you're not being specific.
*Better Critiques*
"I think the head is too large, the arms and legs are too long, and the eyes are too far apart." <- Specific enough, but could probably be phrased more tactfully. Could also use some positive critques to balance things out.
*Good Critiques*
"I think the head is too big, but I do like the way you drew the eyes and hair. I think the nose could be a little smaller though." <- Better, and it gave the artist some ideas where he/she did well.
[Addition] : As a request, I personally will ask that Artist/people with presumptuous attitudes/intent, please consider what you say, before you write it. Critiques are meant to only really help people recognize where they stand with an/the audience, and on how to adjust an image/idea to be more conceivable as what's initially trying to be suggested or conveyed. Not to suggest that the Artist’s work is unsatisfactory, or that they are mediocre.
Art critiques are not designed to be about the correct, and the incorrect. They are individual opinion as to how the image can be perfected in the eyes of it's demographic, and inadvertently, yet assiduously, provide perceptivity and insight to the procedure taken by the Artist, as a form of technique for current, and future works.
5) Don't be shy

If you're a beginner, don't be afraid to critique and try to help others. One of the best ways to learn other than drawing, yourself, is to look at other people's art and try to identify issues. You'll find it's easier to identify issues in your own art as you get better at it.
Even if you can't clearly identify the issues, feel free to ask questions of the artist. They'll almost always appreciate the attention and you might just learn something.
Just try to be nice and specific and you'll be alright.

Most people ignore the fact that art is indeed, art, and always uses improvement and changes. Art is dynamic. So.. yeah. Keep that in mind?

haha. As an Artist I give Icky a lot of credit to sticking up for his and the Majority of the KI members' work. I too have the same problem with people taking work or saving the work as his or her own.
Critiques would be nice too...
Be honest with how other people can change or help improve ones work. I kinda wish I got critiques on my work... if i had any to post hahaha. But none the less...

But hey, thats not true, Alotta people do... And yah I lost touch that I need to work for my art to be respected... Always has and always will be like that...

i've always been a fan of getting quality critiques over a large quantity of compliments. especially when people do it right.

I can't really play for a while. School and work don't leave me with a whole lot of time to do stuff like that anymore. I am however, still paying for my character. So don't really have to worry about me making a return, I will sooner or later. :sly
