Kirins Osode has always just been rare. You may want to re-read what he wrote. I'll bold it for ya:

Epoxy :
Suspected of being dropped from the Sea equivalent to Kirin. Like Kirin's Osode from Kirin, Ninurta's Sash from Ninurta. Same properties, too. i.e. Rare, not ex, can trade & bazaar it, no AH - just like osode.
