I've gone through the modelviewer and there isn't any new monsters, possibly like the original guardians with their old skins (Adamantoise, Greater Bird, Tiger, Wyvern, Manticore).
Interesting theory on the ???'s. Don't forget there are 4 new items named after gods; Mars's Ring, Minerva's Ring, Bellona's Ring (Possibly like guardians? Mars is the Roman god of war, Minerva the Roman god of wisdom, Bellona the Roman companion of Mars). As well as Ninurta's Sash (Ninurta being some Babylonian god which I don't know much about).
There are also 6 torques named after Virtues as well, not sure how they fit into all of this.
We have 6 weapons named after virtues, 6 torques named after virtues and 4 items with deity references. The rings could be from something else entirely, but the torques seem to fit into this quite well.

The Sins are all rare/ex, so I'm guessing you trade those to the person in the safehold and choose between a torque or a weapon. That kind of makes sense, but are there 7 NMs or each of the 4 has a chance to drop any of the 7?

I'm trying to figure out how to get them, I think I know what to do, but I need to know if there are any ???s in the palace or w/e, and if there is, what they tell you

CoP missions are perfectly fair, reason ppl have trouble finding others is because others are lazy and/or don't see a real reward.

That to, and the fact that ppl are usually asses and don't feel like helping others.

I think the HQ chip is to pop the NM in the palace
EDIT: You may be right about the Vice, maybe you need the vice opposite of the deed

In the Garden of Ru'Hmet, I've found a ??? at (F-8 ) on the first floor.
Checking it says, "You sense some unkown presence..."
Also, a friend that I'm with now said he found a ??? in the garden with reference to Ghrahs, which I will try to find.
For now, we're gonna slaughter stuff for some clues. XD
Oh, and the ??? just moved position. My guess, it moves between the 4 large square rooms that contained an open, stationary Aw'Euvhi.

One more NM in that link that's really interesting, it's in Al'Taieu.
"Absolute Virtue"
Peering into the Titles section in FFXITool, I found a new title along the same theme: "Virtuous Saint"
Things keep getting interesting. XD
Also! I'm finding mobs that have NM prefixxes in their names. Oddly enough, these also have been the mob types the ???'s make mention.
Example:
Al'Taieu - Ru'Phuabo, Qn'Xzomit, Qn'Phuabo
The Grand Palace of Hu'Xzoi - Qn'Aern, Ix'Aern (I know of the Ix'Ghrah at the end of 8-2, not sure about either of the Aerns, though. There is one Jailer in the Palace, probably related to an Aern.)
