According to the .dat, it's called a Dhalmel Whistle, and gives Eva+3. It didn't say anything about the *what it looks to be like* enchantment of AGI+6, though.

I think the Dhamel Whistle item itself is kinda clever. Dhamels use a TP move called Whistle... which gives them an AGI boost.

Ran into this a few days ago found him in West Altepa Desert I-7 ~ J-7
his spawn time is still unknown im guessing lottery of near by dhamel. He was too weak for me as 75rng his hits were very weak and almost never hit he did use hundred fists when he got to 50% hp got the drop to not bad for just wandering around

I got it to pop by killing Dhamels in the area (after 1 round no less), so I'm assuming it's just a normal lottery. Really easy kill, had about as much HP as a normal Dhamel in the area (850 DE took off half its life) only difference is it uses Hundred Fists.

I noticed the item is level 31, so might be decent for low level NINs. Are there any other +eva items for them at that level?

Yes, it's a neck piece. The AGI effect lasts about 1 minute. The item NPCs for 2500. Guess where it is now.
