Have you ever heard of Blitz Buffalo, kupo? It's a fast and frenzied buffalo-chasing fiasco ferried in from a land to the far west of Quon! We moogles thought it sounded like fun! So we rounded up a bunch of buffalos and set them loose in several places, kupo! Also, we've tied an item to each buffalo! Anyone who catches one can keep the item as a reward! It's a great opportunity for adventurers, kupo! But the buffalos aren't going to take a bunch of frantic adventurers chasing them lightly! You may have to knock one out before it yields its precious item, kupo! If you manage to lay your hands on a buffalo, you better prepare to be flung around, kupo... Kupohoho~. Of course, it wouldn't be too good if you ended up being the one chased either, kupo! Just take care and good luck, kupo!

These moogles just explain the event, they are in the usual Moogle locations for events and are just time wasters. Throw your pebbles at em.

[blue][What to do?][/blue]
Find one of the Toros roaming the zones outside the 3 main cities and try killing them! Anyone can attack them regardless of who its claimed too, just work together and get it killed! If you get hate, he'll run after you and knock you away (for no damage though). Do too much damage at once, and he'll knock you near your home point! Once Toro dies, a ??? will appear for 15-30 seconds where his corpse is. Click the ??? for a Red Sash.
After killing Toros for a while, there is a chance for the HQ buffalo to pop, Miura. Killing Miura and clicking on the ??? that is dropped will get you the Dash Sash!

A Buffalo can spawn anywhere in the map immediately after death.
One is always up in the following zones:

Rolanberry Fields
Batallia Downs

I wouldnt do the event, if it hits you, you can get zoned ANYWHERE. I was at bastok, 1 hit sent me to jeuno. WTF. When I say anywhere, i mean it. 1st hit sent me to port, 2nd to jeuno, 3rd to bastok mins. -.-

Doesnt kill, any lvl can kill it, first Toro spawned infront of Bastok Markets zone. Any number of ppl can fight it.

amount of damage you deal is not constant, 1k dmg could =10% or even 30% so amount taken is random
