How do I make it. I cant find it in either cloth craft or leather working.

I believe it's a lightning crystal and two clumps of sheep stuff.
To make the sheep clumps, it should be 1 wind and 2 sheepskins (level 0 tanning, so good way to start there too. just hang out in konst).
Haven't confirmed this but if i'm wrong, i'm sure someone'll let you know.
Edit: typo'd lightning and 2 sheepskins instead of wind

You were right the first time.
Wind Crystal + 2 Sheepskins = Sheep Wool
Lightning Crystal + 2 Sheep wool = Wool Thread
Earth Crystal + 3 Wool Thread = Wool Cloth
The skill needed to make it is clothcraft (around skill level 30 or so I think).
